About this table

Site selection for a Compressed Biogas (CBG) plant is directly constrained by its CPCB Pollution Index (PI) category. The category determines not only where the plant can be built but also how large a buffer zone must exist between the plant boundary and the nearest residential or agricultural land. This table translates those classifications into practical distance and compliance requirements.

RED category plants face the strictest location constraints: they can only be built inside a dedicated industrial estate — such as MIDC (Maharashtra Industrial Development Corporation) or GIDC (Gujarat Industrial Development Corporation) — and must maintain a buffer of 500–1000 metres from residential areas. The mandatory Environmental Impact Assessment (EIA) and Environmental Clearance (EC) from MoEFCC, combined with the requirement for advanced H₂S scrubbers, adds significant pre-construction cost and time. RED projects often take 18–24 months to reach financial closure due to the EIA process alone.

BLUE category plants have much more flexibility. They can be sited in industrial zones, mixed-use areas, or EES-designated (Energy from Waste Scheme) zones, with a 200–500 metre buffer from residential and agricultural land. The 7-year Consent to Establish (CTE) and Consent to Operate (CTO) under this category, combined with an Environmental Management Plan (EMP), is a manageable compliance package for most CBG developers. The reduced buffer zone opens up far more viable land options compared to RED, particularly in peri-urban and rural settings near feedstock sources.

The WHITE category is the developer's preferred target. Plants in this category can be built in standard industrial or agricultural zones with only standard safety setbacks — no specific buffer zone is mandated beyond normal building codes. Exemption from CTE/CTO means the only regulatory step before construction is a simple intimation to the State Pollution Control Board (SPCB). Combined with the PI 20 score, this classification dramatically reduces pre-project timelines and compliance costs.

  • WHITE category plants need only SPCB intimation — no CTE/CTO at all — making them the fastest and lowest-cost path through regulatory compliance for eligible feedstock types.
  • The RED category's 500–1000 metre residential buffer effectively excludes most peri-urban and village sites, pushing RED plants to formal industrial estates with their associated land costs.
  • BLUE category's 200–500 metre buffer is achievable in most rural settings near agricultural feedstock sources, making BLUE the practical classification for the majority of SATAT-registered projects.
  • Choosing feedstock to target WHITE or low-BLUE classification is a siting strategy decision that must be made before land is finalised — reclassification after land purchase is not possible.

Methodology & sources

Buffer zone distances are derived from CPCB guidelines for PI-classified industries and state-level environmental regulations as of 2024. Actual buffer requirements may be higher in environmentally sensitive areas, notified eco-sensitive zones, or states with more stringent PCB rules. EIA requirement threshold for RED category follows EIA Notification 2006 (as amended). MIDC and GIDC are examples; equivalent industrial development authority zones in other states apply.
