PWP (Plastic Waste Processor) is a defined legal category under India's Plastic Waste Management (PWM) Rules 2016 (as amended in 2021 and 2022). A Plastic Waste Processor is any person or entity engaged in reprocessing or recycling of plastic waste, including plastic recyclers, co-processors in cement kilns, and waste-to-energy facilities. The PWP registration on the CPCB EPR portal is mandatory for any plastic recycler that wishes to issue EPR certificates (credits) to producers/importers/brand owners (PIBOs). Without PWP status, a recycler legally processes plastic but cannot monetise that processing through the EPR credit market.
Registration as a PWP requires: a valid SPCB Consent to Establish (CTE) and Consent to Operate (CTO) for plastic waste processing; documentary proof of processing capacity (tonnes per annum); plant layout and equipment details; and proof of material balance (input plastic waste vs output recycled product vs waste generated). CPCB issues the PWP registration certificate through the centralised EPR portal at epr.cpcb.gov.in, typically within 30 days of a complete application. The registration must be renewed annually and is tied to the registered SPCB-authorised capacity — processors cannot generate EPR credits beyond their registered capacity.
The commercial significance of PWP status is substantial. As of 2023-24, EPR credit prices for different plastic categories traded between Rs 3–25 per kg depending on plastic type and category (Category II MLP commanding the highest prices due to scarcity of recycling capacity). A 500 TPD plastic recycler with PWP status can generate EPR credit revenue of Rs 1.5–12 crore per year in addition to the sale of recycled pellets. Without PWP registration, this revenue stream is entirely unavailable.
